Personality:
As far as Luke knows, when he was ten years old he was kidnapped and found later at Coral Castle (his family's summer home) with total amnesia. He had to be retaught how to walk, speak, and even his parents' names and faces. Seven years later, Luke has mastered these skills but has not been allowed to leave the Fabre manor in Baticul since his kidnapping, resulting in a very sheltered, poorly socialized, and decidedly bored and frustrated teenager.
Having been confined to the manor for the last seven years, Luke knows very little of the outside world. He was brought back with no memory and so his education consisted of basic skills, such as one would learn in preschool and kindergarten, and wasn't terribly helped by the somewhat excessive coddling of his ailing mother, who while she supported his confinement, was still very easy on him when it came to discipline. Being a noble, none of the servants felt they could keep Luke in his seat when he'd duck out of lessons, and so while he knows the things that interest him or that which he needs to communicate or play, he has gaping holes in his knowledge such as the state of the world, much of Auldrant's religion, and even small things like having to actually pay for food.
Since his entire world only encompasses his family's (admittedly very large, they are nobility) home, Luke has a tendency to be incredibly short sighted. He generally only cares about what is in his own interests, whining loudly when he doesn't get his way and very much acting the spoiled child. He orders the servants around, complains and is excessively picky about food, and generally just does as he pleases. This is frowned upon by his father, who will try to berate him, but is contantly undermined by his mother who spoils him rotton, citing how Luke came back to them traumatized and without his memories.
His state is constantly picked upon by his parents, Duke Fabre telling him at intervals to "hurry up and go back to normal" and his mother always bringing up how he's lacking his memories. This makes Luke feel as if he's in a constant state of wrongness, of disappointing those around him. Everyone save Van, who comes to the manor not only to communicate with Duke Fabre but also train and befriend Luke. He had nefarious reasons, but in Luke's eyes Van is the only one who understands his plight. And really, Van is one of very few people who outright ackowledges how difficult the situation must be for Luke, saying "a life locked inside a mansion like this is hardly easy". Because of his interest, Luke has latched onto Van and placed unwaverin faith in the man, a return of what he believes to be the same that he recieves from Van.Based on this, I would stipulate that if anyone were to show sympathy with Luke's frustrations, they would earn his friendship similarly.
Aside from Van, Luke also grudgingly considers both Guy Cecil (his servant) and Natalia Luzu Kimlasca-Lanvaldear (his betrothed and... cousin. Yay royalty.) to be useful distractions if not his friends. Guy shows him support even while trying to coax him into doing what he doesn't want to do but knows he should. Natalia is more bothersome, as far as Luke is concerned (probably since he can't order her around; she's the princess!) as she tells him to try and remember things from his past in a similar, albeit more gentle but also more eager way that continues to underscore Luke's sense of misbelonging. At least Guy has the tact to be able to change the subject when Luke starts to become frustrated and since Guy had been his servant from before he was kidnapped, and indeed likely the most patient with his recovery, he's built a special rapport with the older man.
All his negative feelings aside, Luke can get quite passionate about things he does care about. He displays a childlike determination to improve his swordplay, not only to impress Master Van but also as a genuine interest of his own as he pursues it with Guy when Van is away as well. He also shows a worry and love for his mother that is commendable, trying to take care of her when she is sick, which is often as she is bedridden enough to have a separate bed from Duke Fabre despite being married. In fact, Luke shows concern for those he considers weaker than himself throughout the first stages of the game even if he's rude about it. He makes an effort to protect Ion after seeing him collapse in the Cheagle Woods, showing that the Fon Master's estimation of him as a kind individual is not unfounded. He shows further evidence of this when he's reluctant to fight enemy soldiers, having a visceral reaction to being forced to kill one to save himself. The very idea of taking a human life is abhorrent to Luke, something to be feared and regretted deeply. It's a far different attitude than one would expect from a self-centered noble boy, but it proves that Luke has the capacity to process the consequences of his actions even if he doesn't always do so, as well as caring for the lives of others that he may not even know.
Canon Skills:
+ Rudimentary sword skills - He knows one arte, Fang Blade, which is a diagonal downward slash and sweeping arc across the ground, followed by a reverse strike uppercut to knock the target into the air as Luke jumps.
+ Hyperresonance - This would only come up under very specific circumstances, but Luke is made up of seventh fonons (sound). As such, if he uses an arte at the same time as someone else uses an arte of the seventh fonon, it will break down the fonons of an object (or person) and reconstruct it. This could manifest by depositing the users in some other location or simply destroying the target of the hyperresonance. Either way, as Luke is now, he can't control it.

[Luke fumbles with his com unit to turn it off, mildly irritated at the thing until he discovers the correct button. His mention of Guy in the post was true, he would be jealous, but he could only be jealous of Luke could tell him about it and seeing as he's been told there's no way to go home yet, that might be hard.
Not that he wants to go home! No way. He's finally out of the manor for once! Sure, he'd demanded to be sent back as soon as he'd arrived, when those weird people in the uniforms he didn't recognize were telling him a bunch of things way too fast, but that's what anyone would do in surprise and shock, right? But now that he's had time to think about it, he doesn't want to go just yet anyway. He wants to enjoy his taste of freedom while he has the chance.
So who cares if he's all alone here? Who cares if there's weird aliens he took for monsters at first? Who cares if he's suddenly alone and far from anything familiar at all? Not that he's scared. It's an adventure, right?
Though... his parents will probably worry, with him disappearing again...
And that weird woman who attacked Master Van, what if she's here too somewhere and wants to get him? Sure he has his sword but there's no one else to protect him here, no one he trusts anyway.
